The mother-of-two, who is pregnant with her second child, said that she was forced to move out of the apartment due to long-standing mold issues.
Dariana Baez-Pena lives in Lewisham (southeast London) and said that she has also been without gas heating or hot water for a period of about one year.
She said that her landlord did not fix the problems and increased her rent by 200 PS.
Lewisham Council has said that it moved the family to temporary housing and instructed the landlords to resolve the issue.
Sadiq Khan, the mayor of London, visited Pena’s apartment as part of announcing measures against “rogue landlords”.
The City Hall has funded the training of 300 environmental officers to enhance council enforcement.
Ms Pena, speaking via a translation to BBC London, said that for the first two months of the apartment’s existence it was “very nice”.
She said that the flat, which had one bedroom, was not only damp and mouldy, but also lacked hot water or heating. It also had a cracked skylight, through which rainwater could enter.
Two years had passed since the family moved into their flat.
Ms Pena who came to Britain from Dominican Republic 8 years ago said that the children “were very uncomfortable.”
It was cold. It was so cold, and mould was everywhere. I spent a lot of time in the children’s hospital. “There was water on the floor, and everywhere.”
Lewisham Council has ordered that the landlord does not rent out the apartment to anyone until all issues are resolved.
Mr Khan stated: “This was just one example of the many in our city. There are 180,000 homes that have a landlord who is not decent.
